Statement of Policy & Text

Both the Library Security officers and the Library staff are responsible for directing customers/users to exit the Library building in case of a general emergency, such as fire, earthquake, or any other threat to the building or the people in it.

During open hours, Library Security staff in the Control Room on the Lower Level will coordinate with University Police Department (UPD) for all emergencies. UPD can be contacted by calling 911.

The Building Emergency Team (BET) members have primary responsibility for evacuating the King Library. All staff and employed students, as well as Library Security staff, will be trained on emergency evacuation procedures to be able to aid the BET in evacuating customer/users quickly and efficiently.

Need for the Policy

The King Library is equipped with a variety of building systems to facilitate effective responses in an emergency. While Library staff must know how to handle any type of emergency, there are specific needs related to an emergency evacuation of the building.

Requirements & Guidelines

In an emergency, the Security staff will be responsible for:

  • Notifying the Facilities Manager in the event of a building emergency.
  • Notifying an Administrator in event of non-building emergency. The chain of command is the following:
    • Dean of the University Library
    • City Librarian
    • Assistant City Librarian
    • Associate Dean of the University Library
    • Supervising Librarian of the King Library
    • Head of Academic Services of the King Library
    • Administrative Officer of the San Jose Public Library
    • Administrative Officer of the San Jose State University King Library
  • Coordinating the appropriate emergency response, including reminding library staff of the procedures to follow during any emergency.

Staff will follow Emergency Evacuation Maps that are posted throughout the building.

Evacuation Chairs
Stairwells contain evacuation chairs that can be used in emergencies. These chairs are normally handled by Security. Security staff will only use the evacuation chairs in a life-threatening emergency. However, if the situation is life-threatening and Security is not available, Library staff can activate the chair(s). If this occurs:

  • Stay with the person involved.
  • Send someone to notify Security of the location.

Guidelines for Evacuating People with Disabilities

California Government Code Section 3100: It is hereby declared that the protection of the heath and safety and preservation of the lives and property of the people of the state from the effects of natural, manmade, or war-caused emergencies, which result in conditions of disaster or in extreme peril to life, property, and resources is of paramount state importance requiring the responsible efforts of public and private agencies and individual citizens. In furtherance of the exercise of the police power of the state in protection of its citizens and resources, all public employees are hereby declared to be disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law.
