Statement of Policy & Text

Interlibrary Services (ILS) are needed to give primary library users access to materials not found in either the SJPL or SJSU collections. In return, the SJPL and SJSU Library uses ILS to make materials available to other libraries.

Materials that are borrowed from other libraries or loaned to other libraries through ILS have specific loan and renewal periods, with restrictions and possible charges, as specified in the Requirements & Guidelines below.

Need for the Policy

Items borrowed from other libraries or loaned to other libraries through ILS may incur charges or have other restrictions, including user eligibility, that must be determined to meet the service philosophies of both our Library and the others.

Requirements & Guidelines

The OCLC ILL Fee Management (IFM) system may be used (when appropriate) to decrease any lending costs.

ILS Loans to Other Libraries

The SJPL Interlibrary Services department does not charge lending fees.

The SJSU Interlibrary Services department charges fees for the following:

  • Returnables:
    • $10.00 to libraries out-of-state
    • $20.00 to corporate libraries in- and out-of-state
  • Non-returnables:
    • $10.00 to libraries both in- and out-of-state
    • $20.00 to corporate libraries both in- and out-of-state
  • CSU, UC, CA Public Libraries and reciprocal partners are exempt from fees.

The loan period for materials loaned to other libraries is 4 weeks with a 4-week renewal.

  • All material is subject to recall.
  • All late returns are charged $1.00 per day per with no grace period and no maximum.

With due consideration of the interests of primary library users, any item that circulates to a King library user is also available for ILS loan with some restrictions. These restrictions may include, but are not limited to:

  • Material in high demand (i.e. Popular Library, Videos).
  • Material with local circulation restrictions (i.e. Library Use Only, Periodicals, Reserves).
  • Bulky or fragile items that may be difficult or expensive to ship or replace (i.e. LPs, Maps).
  • Material with pending requests, or holds, are not available through Interlibrary Services.
  • These restrictions are based on mutually agreed upon ILS restrictions for circulating material.

Material must be delivered/shipped to all U.S and Foreign/International libraries in the most appropriate and cost-effective manner.

ILS Loans from Other Libraries

Fees, loan periods, and renewals for materials borrowed from other libraries are determined by the lending library. If charges are required to fill a request, they are assessed as follows:

1. For SJSU students, faculty and staff borrowing materials for SJSU research, teaching and learning needs:

  • Charges of $20.00 or less, are not be passed on to the user; however, charges over $20.00 are passed on to the user, if the user is notified in advance and agrees to pay the charges.
  • Other charges or fines, determined by the lending library, are also passed on to the user.

2. For SJPL borrowers:

  • Charges of $20.00 or less, to a maximum of $500 per year, are not be passed on to the user; however, charges over $20.00 are passed on to the user, if the user is notified in advance and agrees to pay the charges.
  • Other charges or fines, determined by the lending library, are also passed on to the user.

Any non-delinquent user with a valid SJPL or SJSU library card may use ILS.

  • There are no limits on the number or type of requests submitted.
  • ILS staff reserves the right to limit how many requests per day, per user are processed.
