About The Study

Artificial Intelligence (AI) is transforming higher education and workforce demands. The Landscape of AI across California Universities and Community Colleges study was commissioned in response to Executive Order N-12-23, a mandate calling for collaboration between California state agencies, educational institutions, and local governments to establish responsible use policies for generative AI with an emphasis on innovation, equity, and preparing students for an AI-ready workforce across California's colleges and universities. For brevity, these are collectively referred to as higher education institutions (HEIs) throughout this report.

This comprehensive statewide report presents key findings from the survey results and a large-scale web analysis. It summarizes institutional trends, gaps, and recommendations to inform equitable and responsible AI adoption across California’s higher education system in the following areas:

  • AI Employer and Workforce Preparedness
  • AI Curriculum
  • AI Community Engagement & Partnerships

Methodology & Data Collection

The data collection for the study involved two separate, complementary strategies:

  • An institutional-level survey distributed to 159 universities and community colleges across California, with 44 institutions submitting responses.
  • A preliminary AI website content scan of 136 university and college websites.
